JAMES M. COLANGELO, P.E., P.P., CME
CES founder, James M. Colangelo, holds a degree in civil engineering from George Washington University. Extensive professional experience in municipal engineering, bridge design, wastewater treatment, and land planning within New Jersey, Pennsylvania, New York, Delaware, as well as international projects, contribute to Mr. Colangelo's comprehensive knowledge and expertise. As a Governor's appointment, Mr. Colangelo also served as past member and president of the New Jersey State Board of Professional Engineers and Land Surveyors.

HENRY J. HALEY, P.E., P.P., CME
As President of CES, Henry J. Haley is respected as a land development and environmental engineering expert, specializing in wastewater plants and collection systems design and construction for both municipal and industrial projects. A civil engineering graduate from Drexel Institute of Technology with additional studies at Villanova University, Mr. Haley has emerged as a leader in environmentally-progressive engineering design.
